The Burnet Institute faced a critical challenge in improving newborn care skills for healthcare providers stationed in remote hospitals across Laos. The existing training workflow was heavily manual, relying on the sharing of practice videos via WhatsApp. Under this framework, remote healthcare workers performed vital procedures on mannequins and transmitted their recorded videos directly to clinical supervisors for feedback.
This localised, manual approach created substantial operational difficulties, completely lacking the scalability, structured organisation, and secure data management required for a sustainable, long-term program. The institute lacked a centralised mechanism to securely track training progress, handle encrypted data transfers, or categorise content across distinct user roles – including Hospitals, Facilitators, Supervisors, and Healthcare workers – hindering their ability to review feedback and generate comprehensive reports for ongoing research and evaluation.
HITORI was officially tasked with architecting and developing a comprehensive, fully integrated solution consisting of a web application, API, and a highly secure database designed explicitly to digitise and streamline this critical medical training workflow.
To address the operational difficulties, HITORI worked closely with Burnet Institute and key Lao PDR stakeholders to design and develop a solution that reflected the realities of delivering healthcare training on the ground.
The collaborative design and development process involved stakeholders across Australia, Japan and Laos, with translators supporting workshops, discussions and feedback sessions to ensure language and cultural differences did not become barriers to understanding the needs of healthcare workers and program administrators.
A core pillar of the technical strategy focused on direct integration with the WhatsApp Business Platform via the Cloud API. By implementing this backend architecture, HITORI successfully ensured robust, encrypted data transfers for all video uploads and communications while seamlessly maintaining the existing, familiar communication channel utilised by remote workers.
CareLoop delivers Burnet Institute a secure, scalable digital platform for managing
peer-based healthcare training across hospitals in Laos.
The platform centralises healthcare worker training, video submissions, supervisor feedback and program reporting, while retaining WhatsApp as the familiar interface for frontline healthcare workers in remote locations.
Healthcare workers can submit training videos directly through WhatsApp, with CareLoop securely processing and organising submissions within the platform. Clinical supervisors can then review videos, provide structured feedback, track participant progress and manage training content through a dedicated web dashboard.
By replacing fragmented manual processes with a structured digital workflow, CareLoop provides Burnet Institute with greater visibility across the program, stronger data security, improved reporting and a sustainable platform capable of supporting the continued expansion and evaluation of newborn care training.
